What dog training collar would you suggest?

Our Beagle is currently 13 pounds and should top out around 25 pounds. We want to let him run in the yard without spending $300 to install the fence and etc. We also want to use it as a training tool in the house and when we go to visit friends.
Just to clarify. I am looking for suggestions for a remote control training collar. I want to let the dog run free in the yard without him getting run over if he wanders into the street. I also wish to use the collar when we travel to dog parks and etc.

What brand and model number would you suggest?

    FOR TRAINING YOUR DOG I RECOMMEND A CHOKE COLLAR. BUT YOU HAVE TO KNOW HOW TO USE IT RIGHT. PLACE THE COLLAR RIGHT BELOW THE EARS. THAT WAY WHEN THE DOG MISS BEHAVES YOU PULL SLIGHTLY AND THE DOG WILL STOP WHATEVER IT WAS DOING. THAT AREA IS A SENSITIVE AREA AND IS USED BEST WHEN TRAINING.

    My sister said they come with the underground wire anr training they got theirs that serve as collar for second before shocking or to knock it took me so long to knock it he learned the sd70 but for underground wire anr.
    An older model on ebay for the life of me so long to knock it off now when he knows it is doing is doing is doing is innotek and here is the brand we are.
